While you can mount a Polarizing Filter on that lens, you will not get much polarizing effect from it. The best focal lengths are from around 24-70 mm or 24-85 mm zooms.
I am sure you know that the best blue sky enhancement is effected when the camera is aimed 90 degrees to the arc of the sun. The other aspect that that filter is use for is when attempting to reduce reflections.
Since Quantaray filters are sold by Ritz, just go on their site and see what the price is.
Depending upon which of the three 70-300 mm Ed lenses you are considering, the price can vary a lot.
